The International Labour Organization (ILO) is committed to ensuring digital accessibility for the widest possible audience, regardless of technology or ability. The ILO takes the following measures to ensure accessibility of the ILO Public website 

  • Policy Commitment: The ILO integrates web accessibility into its development standards and internal policies.
  • Procurement: Integrate accessibility into our procurement practices.
  • Technical Standards: We follow WCAG 2.2 Level AA guidelines and conduct accessibility testing using screen readers and validation tools (e.g., JAWS, ChromeVox, Wave).
  • Page Structure: Our web pages use structured regions (navigation, search, content, etc.), with invisible skip links that become visible when using keyboard navigation.
  • Text Readability: Fonts use relative sizing, pages are styled for compatibility with modern browsers, and proper heading structures are maintained for clarity.
  • Colors & Contrast: We ensure sufficient contrast (ratio > 4:1) between text and background. Color is not the sole means of conveying information.
  • Keyboard Navigation: The website is fully navigable via keyboard, with clear visual focus indicators.
  • Images & Alternative Texts: Every image includes alternative text, though some content contributions may affect quality (see "Limitations and Alternatives").
  • PDF Documents: Some resources are in PDF format, requiring Adobe Acrobat Reader. We encourage accessible formats such as PDF/UA where possible.
  • Search Accessibility: Search features include auto-completion, query suggestions, and accessible result announcements.
  • Forms: All form controls are properly labeled for accessibility.
  • Multilingual Support: The ILO website is available in the different languages. ARIA language attributes help screen readers provide accurate pronunciation.

Conformance Status

The ILO website is partially conformant with WCAG 2.2 level AA. Partially conformant means that some parts of the content do not fully conform to the accessibility standard.

The ILO assesses accessibility through self-evaluation using automated and manual testing methods.

Limitations & Alternatives

Despite our efforts, some accessibility limitations remain:

  • Uploaded images may not have text alternatives or may contain non-accessible because we cannot ensure the quality of contributions. We provide guidance to our web editors and repair issues when we find one.
  • Content Issues: Some contributed content may have missing or unclear alternative text (such as "click here", "read more" or non-explicit headings. Content creators are encouraged to use meaningful and accessible links.
  • PDFs & Legacy Documents: Some PDF files and documents may not fully meet accessibility standards such as PDF/UA. We encourage content editors to generate accessible PDF or replace PDF documents with accessible HTML pages.
  • Multimedia: Not all videos include captions or transcripts. Content creators are encouraged to add captions systematically.
