Uruguay has been a member of the ILO since 1919. The country has ratified 111 Conventions and one Protocol (of which 81 are currently in force), including eight of the ten fundamental Conventions.

In 2015, the ILO Director-General together with the government, employers' and workers’ organizations signed the framework agreement for the implementation of a Decent Work Country Programme in Uruguay.

The Decent Work Country Programme emphasizes on strengthening government institutions, employment and social security policies, protection of fundamental rights at work, and social dialogue.

ILO actions in Uruguay are coordinated from the Office for the South Cone of Latin America.
