Reference guide on Employment Impact Assessment, Second edition
This document sets out guidelines on employment impact assessments. It also describes the methods and tools most frequently used by the ILO’s Employment Policy, Livelihoods and Jobs Creation Department.
Good employment policies underpin efforts to create more and better jobs and help reduce inequalities and poverty. What is more, these polices also help address decent work deficits and are critically important to the realization of the 2030 Agenda for Sustainable Development, specifically SDG 8 on decent work and economic growth. The ILO uses employment impact assessments (EmpIA) to support evidence-based policy advice that enhances job creation, employment conditions and workers’ employability. This latest edition of the Reference guide on EmpIA includes 13 sections: the first part (section) introduces the concept, followed by 11 methods or tools frequently used, each of which is further articulated in a stand-alone section and, a final section to discuss employment impact assessments of informal employment.
