The project aims to strengthen social dialogue mechanisms and integrate just transition issues—especially those linked to climate action and decent work—into tripartite discussions and policy processes. The initiative supports ILO constituents in addressing institutional gaps and enhancing their capacity to contribute meaningfully to climate-related labour policies.

In both countries, national-level social dialogue institutions exist but face operational and capacity limitations. In North Macedonia, the Economic and Social Council requires improvements in inclusiveness and engagement with economic and legislative policy. In Montenegro, while the Social Council functions more robustly, its members also need enhanced technical understanding to shape climate-responsive labour policies. Currently, just transition and green economy issues are largely absent from formal dialogue agendas, with limited participation by Employers' and Workers’  organizations.

The project targets key tripartite actors: Workers’ and Employers’ organizations and relevant ministries. It will build their capacities through technical assistance, diagnostics, peer learning, and sectoral consultations, using ILO tools and gender-responsive methodologies. Activities include advisory support on labour law reform, green employment diagnostics, workshops on green jobs, and the development of policy proposals and campaigns on just transition.

By enabling informed and inclusive social dialogue, the project contributes to equitable climate action, strengthens labour institutions, and supports a human-centred transition in line with ILO principles. The envisioned impact is better integration of labour and social dimensions in climate policy, improved institutional functioning, and increased capacity of social partners to advocate for fair and inclusive economic restructuring.
