This initiative aims to foster inclusive and resilient employment opportunities in Kosovo by strengthening the hospitality and tourism (HoReCa) sector. The project contributes to the labour market inclusion of women, minorities, persons with disabilities, and youth at risk of exclusion, while addressing the drivers of out-migration.

The project seeks to generate more, better, and more resilient jobs through a comprehensive strategy. It has the following objectives: 

  • enhancing the capacity of vocational schools and training centres with updated infrastructure, curricula, and teaching materials aligned with labour market needs; 
  • promoting youth employability through career guidance, work-based learning experiences, and better protection of their rights at work; 
  • introducing entrepreneurship education to better equip young people for self-employment as a potential career option, and 
  • improving business resilience by offering tailored support to start-ups and existing small enterprises. 

The approach also emphasizes peer learning and institutional exchange with Italian TVET and HoReCa institutions, fostering cross-border cooperation and innovation.

By equipping young people with market-relevant skills, linking training to employment opportunities, and supporting entrepreneurship, the project not only contributes to quality job creation but also reinforces the tourism sector’s competitiveness. It reflects Italy’s commitment to gender equality, decent work, inclusive education, and sustainable economic growth — shared priorities under its development cooperation framework.
