The journey towards the crafting the BLEC began with a labour administration and inspection needs assessment by the International Labour Organization (ILO). 

Developed through extensive consultations and social dialogue, the proposed BLEC aims to pave the way for decent work, social justice, and lasting peace in BARMM. Investing and supporting the BLEC is critical to achieving its goals and making the Bangsamoro region's vision a reality.
