Assessment of options for establishing a child labour monitoring system (CLMS) in Myanmar

This report evaluates the feasibility of implementing a Child Labour Monitoring System (CLMS) in Myanmar. The study was commissioned under the Myanmar Programme on the Elimination of Child Labour (My-PEC) to support the National Action Plan on Child Labour (NAP). The objective is to establish a system that systematically identifies, assesses, and monitors children engaged in child labour, ensuring they receive protection and support. The research explores the integration of CLMS with existing management information systems (MIS) in Myanmar, such as the Child Protection System (CPS), Education Management Information System (EMIS), and Labour Market Information System (LMIS), to enhance child labour interventions.

The key findings indicate that Myanmar lacks a comprehensive national system for monitoring child labour. While the Child Protection System (CPS) already includes case management for child protection, its coverage is limited. The Labour Inspection System collects some data on child labour, but it is not integrated into a broader monitoring framework. The study also highlights challenges in data collection, limited referral mechanisms, and weak inter-agency coordination, which hinder effective child labour monitoring. Furthermore, Myanmar’s high child labour prevalence, particularly in agriculture and informal sectors, underscores the need for a robust system to track and address child labour cases efficiently.

 

To address these challenges, the report recommends integrating CLMS into existing national systems rather than developing a standalone system. It suggests that the Ministry of Labour, Immigration, and Population (MOLIP) take the lead, while collaborating with the Department of Social Welfare (DSW) and the Ministry of Education (MOE) to improve data-sharing and referral mechanisms. The proposed CLMS should streamline data collection, ensure confidentiality, and provide clear referral pathways for child labour cases. Additionally, the report emphasizes capacity-building for government agencies, awareness programs, and policy strengthening to ensure effective child labour monitoring and elimination in Myanmar.
