Angola moves forward in consolidating social protection statistics

The main objective of the initiative was to compile, harmonize and analyze statistical data for the period from 2022 to 2024, with a view to producing the second annual bulletin on social protection in the country.

(ILO News) Luanda - Angola has taken another important step towards strengthening its social protection statistics system with the holding of the technical workshop for the preparation of the 2nd Social Protection Statistics Bulletin, which took place from 3 to 5 June 2025, in Luanda. The event was organized with the technical support of the International Labor Organization (ILO) and had the active participation of the Interministerial Group on Social Protection Statistics of Angola (GITEPS) which this year gained new members – the Angolan Agency for Insurance Regulation and Supervision (ARSEG), the Ministry of the Interior (MININT's Social Protection Fund) and the Ministry of Defense (Social Security Institute of the Angolan Armed Forces - FAA).

The main objective of the initiative was to compile, harmonize and analyze statistical data for the period from 2022 to 2024, with a view to producing the second annual bulletin on social protection in the country. The publication is a direct result of inter-institutional work between public institutions working on social protection, or impacting its results in any way, and represents an ongoing effort to promote informed and evidence-based public policies.

This seminar represents a milestone in the institutionalization of the systematic production of social protection data in Angola, reinforcing the country's commitment to the principles of good governance and the achievement of the Sustainable Development Goals, in particular target 1.3.1 on social protection coverage.

"Working in social protection, today I understand that the effectiveness of this statistical information is a reflection of lives. It is necessary that we look at these numbers not only as numbers, but as a reflection of lives that on the other side are waiting for a certain benefit or support", said Nelson Cândido, coordinator of GITEPS, representing the National Institute of Social Security (INSS).

The ILO's programme manager in Angola, Denise Monteiro, welcomed the fact that more institutions have come together to prepare the second statistical bulletin, which expands the ambition and scope of this publication. For Denise Monteiro, this workshop represents the commitment of State institutions to the consolidation and dissemination of statistical data on social protection, after the publication of the first edition of the Statistical Bulletin of Social Protection of Angola in 2024.

"ILO Angola, through the ESSAFE Angola and ACTION/Portugal projects, will continue to support this commitment to produce data on social protection," he said.

The event brought together 24 technicians from 12 key institutions, members of GITEPS. During the three days, the participants revisited key concepts, deepened data visualization and analysis techniques, and worked collaboratively to define the indicators and contents of the next bulletin.

The initiative is part of the efforts of the ACTION/Portugal projects, funded by the Ministry of Labour and Social Security of Portugal, and ESSAFE Angola, funded by the European Union, which aims to expand the coverage of social protection and support the formalisation of the economy and employment in the country.

The regular production of the statistical bulletin is an essential tool for the formulation of more effective and inclusive policies, contributing to the sustainable socio-economic development of Angola.
