Adapt-Mitigate-Thrive (AMT) Diagnostic for Serbia’s e-waste sector

This report provides a comprehensive overview of Serbia’s e-waste sector, analyzing key processes and stakeholders, and offers targeted policy recommendations to support a just transition for MSMEs and their workers — anchored in the principles of social dialogue.

E-waste generation in Serbia has increased significantly over the past decade, rising from 5.7 kg per capita in 2010 to 9.3 kg in 2021. This rapid growth presents both challenges and opportunities for environmental sustainability, decent work and economic development of MSMEs. As part of its commitment to strengthening the circular economy, Serbia is aiming to improve e-waste collection rates and management practices. The ILO conducted an Adapt-Mitigate-Thrive (AMT) Diagnostic — a scenario-based modelling tool — to assess how environmental progress can align with enhanced MSME competitiveness and the promotion of decent work.
